The UAE Federal Law on Foreign Direct Investment No. 16 for 2020, Grants the foreign investor ownership up to 100%.

The DOH aims for a great healthcare system that supports the population needs through high quality investments in the healthcare market.

The DOH supports an open market for outpatient facilities such as Centers, Clinics, Pharmacies, Dentistry etc, and an open market for all Private Pay Cosmetic Services (Non Insurance based services).

The DOH supports new Inpatient Facilities/Services (Hospitals and One Day Surgery) identified as needed in the Healthcare Capacity Master Plan.

High transparency levels for licensing facilities through a newly developed licensing system as well as innovative tools such as The Certificate of Need, which delivers instant response to the healthcare needs per precinct per population.

The DOH Supports

The DoH aspires to support and facilitate for investors to effectively invest in the Emirate, however, obtaining a DoH license does not necessarily grant the investor any insurance coverage or government land for their project.

  • DoH Team identifies the Critical Gaps in the Sector and the top current and projected requirements for the next 25 years.

Healthcare Capacity Master Plan

Certificate of Need (CoN)

The Certificate of Need (CoN) is a state of the art self-service tool that provides an immediate and automated assessment of the need for health facilities. It is powered by an up-to-date dataset of current supply and demand for the Abu Dhabi health system as part of the DOH Healthcare Capacity Master Planning. The CoN instantly clarifies to healthcare investors, providers and insurers the need for a particular healthcare service by location based on the local population needs.

  • Certificate of Need Planning Tool (CoN) was developed to facilitate the process of identifying the need for provision of health care per specialties & Precinct.
  • CoN provides quick assessment of investor application by automatically assists in identifying whether there is requirements for the services.
  • Only approved applications based on DoH requirements will be processed into the DOH licensing system for further action.

Healthcare Facilities Map

The Map Module is a geospatial mapping tool that visualises current and future capacity, as well as available Government land for development of health services.

The Map Module allows the public to browse and search available health services in their area, as well as view details of future health facility development. The Module provides the public ability to locate healthcare facilities and investigate operational and service information relating to any healthcare facility to help users seek appropriate care and investors to study the market.

The user is able to visualize:

  • Current healthcare facilities
  • Planned healthcare facilities
  • Government lands
  • Regions and Precincts on an interactive Map
